I am another that looks at it and it has spread systemically within 24 hours. I tried the Technu this year because I do get it from the dog and it did seem to decrease the outbreak. Back when I took some herbaecous courses they told us that jewelweed was most effective immediately after contact with poison ivy. It has an astringent quality that cuts the oils and "dilutes" your exposure. If you can find a patch rub in one direction away from your face with as many crushed bunches as you can. It's has worked well for some not as allergic as me, but I could see where the same astringent qualities could help with the itching and weeping. Always remember when harvesting in the wild to never pull a wild plant out by it's roots or soon it will no longer be growing in your area (with the possible exception of poison ivy...pull away!)
