18 inches by 22 inches is a fat quarter thanks for the compliment that was my block you saw.
take a yard cut it in half both directions you will have 4 pieces that are 18 inches by 22 inches thus a fat quarter.
the other way is just a quarter or a yard that is 44 inches long and and 9 inches wide can't get very big pieces out of this version so quilters developed the other version so they could get more usable pieces and more variety in their stashes with out adding large pieces of fabric.

Usually, when you go into a store you can't ask them to cut a fat quarter..they have them cut already. Sometimes, if you get friendly with the staff, they will do it but usually you choose from what they have already cut. Just so you know. I am crazy for fat quarters!

When I am traveling, I buy fat quarters from quilt shops to remind me of the trip. Then, I use them to make quilts or crafts. An easy memento that requires some love to put together and also brings back memories of the trip while working o nthe project.
If I do a fat quarter swap, I buy yardage and cut my own fat quarters. This is usually cheaper than buying fat quarters separately.

I'm not a quilter, but I do know that a "fat quarter" is a standardized unit of quilting fabric. I do other craft projects, so when I go to my local quilting store, I buy "fat quarters" because (IMNSHO) they are reasonable amounts to keep on hand of several different fabric colors/patterns. They are generally pre-cut in many differing colors and patterns. I'm not positive, but I think you can even buy them online from quilting specialty stores...possibly even the 'bay. ~ K
