When is it best to dig up strawberry plants and move them?

I need to dig mine up and move them to a raised bed.

I usually move them after I harvest berries. They will send out runners, and you can pick and plant the younger plants. But you can anytime.

I started moving some a week or two ago, I tried to avoid the flowering ones, but accidentally got one and it's doing fine. Not sure if flowering matters. I hope not, because I still need to move more and the ones in my way are flowering.

I think just be careful where you put them. I put them in 1 raised bed last year and they have spread all over the yard into all my beds. I don't mind, I like volunteerism, but just know they like to travel :)

Got a strawberry story for you. Last year my father, trying to be helpful, pulled all of what he thought were weeds (aka my strawberries) when we were cleaning up the yard in early fall. Well he accidentally dropped one into my cast iron planter and I didnt notice until I had gone to put some pansies in about a week ago. I now have the original plant plus 3 runners. Guess I'll have strawberries in my cast iron planter this year!
