In and around my flower cutting garden, there are little, deep holes, which look like tunnels. Moles? What else makes holes? What do y'all suggest I do? So far, it doesn't look like there is any damage to my plants (visually).

We have moles here that do that; small tunnels with dirty scooped up on the sides. Last year we had them all over. So far this year there are not so many. Marly

Voles also make the same sort of routes that moles make. Voles look like little mice and aren't as ugly as moles. They are very destructive and will eat flower bulbs (but not daffodils which are poisonous to them). Some people put Juicy Fruit chewing gum (previously chewed) inside the holes. I don't know why Juicy Fruit, looks like any sort of gum would do. There are traps, but I believe they are considered cruel and are banned in some areas. My cat digs up both moles and voles and presents them to us on our doorstep.

Caster oil spray they don't like the taste or smell I started close to house and then everyday moved our 20 feet that way you make a caster oil fence Unfortunately it does not kill them just moves them so if you have neighbors all you will do is move them over to their house I have lots of forest that I move them to. It does smell but the little varmints are gone further away. Diana

Maybe gophers? But gophers make mounds and pretty big holes. If so use gopher traps.
