My 10 yo daughter went on a field trip to a historical society. They taught the kids how to hand weave a tiny sized rug using cardboard, string, and and fabric.

They told the kids they could make a square of cardboard and make dishcloths. But what I am wondering, is if you can make a floor rug, say for under the kitchen sink the same way? Or are there other ways to make a board to work on without a loom?

There are lots of things you could do.
Do you have something you could pin to, about the same size as the rug you want?
You could pin strips vertically or parallel with you and then weave strips horizontally or perpendicular to you.
Pin in place while working and then pin to each other a long the perimeter and either sew together by hand or sewing machine.
