How do we suggest new badge ideas? I have an idea for two badges and was curious how to propose them.

Hey, it's the madgardener, i am not sure where it is but there is a place call the thread, I just read new badge applications were accepted. Read Renee's posts right near yours called a little birdie told me.... I have read in others areas and have seen the thread mentioned.
