I was thinking that since I've gone all heirloom this year, that I could not only save enough seed for my own use next year, but save some for sale, too. Does anyone know if there are any restrictions, regulations, or other hoops to jump through before tackling this one?

if you dont advertise except by word of mouth i would think there wouldnt be any problems. if you do then you will probably (thank god not here but in most areas of the country) need a business license and charge and pay sales and imcome tax on your profits.
