I've had my wheels for about 10 years, so I'm out of the loop when it comes to buying equip.
Kathy Bruce used to have Housekeeping or Housecleaning pages on the internet where people could list their used weaving and spinning equipment, etc. You might try a google on that. the handweavers guild might have some links www.weavespindye.org (I think)
If you have a local weavers guild they can often point you to a local person who might be selling. Textiles breed textiles - if you have a local yarn shop or fabric shop they might know of someone, or a guild that you could ask at. Louet, Schacht, Ashford, Kromski, Jensen, Majacraft are all "big names" in the spinning world (along with others). They all have websites so you can find links to dealers. If you can find a fiber festival, it's always nice to go to try several wheels out to see what you like. good luck!!

Oh, I forgot - the one inexpensive one I know of is Babe's fibercrafts. He makes wheels out of PVC piping - not much to look at, but they still spin--even at that, I think these are even a hundred or more dollars.
I would google used spinning wheels or kathy bruce's site first.
