They are making purses and other things our of plastic bag strips, and bags come in all colors (a couple of my quilt shops have nice teal bags), so a spare tire cover that is waterproof - why not? You'd have to collect for a while to get the colors you need or want, but what a way to re-purpose. Or maybe strips of oilcloth? They would be longer, sturdier, and in lots more colors.
