I've started the mother 3 times and have some success on the second batch but the dough still does not rise. Any ideas?

Likely you are tossing the starter before it has had time to mature. A two or even three week old starter is going to give you MUCH better results than a one week old one. Please check out http://www.breadthemaryjaneway.org. It is an entire forum dedicated to the starter. You will likely find all the information you need over there! So glad you have joined us!
