When you need to buy a gift what governs the type of gift you buy?

Is it the cost? If so, how much do you typically spend?

Is it the need factor? If so, how do you determine what they need?

I am looking to tailor my gift sets to the needs and budgets of shoppers. Since, they are made for women I thought I would ask my farmgirl friends for their help.
