I've found the cheapest way is to use MS Word (I still have Office 2000), because it was already in my computer. I make a lot of business cards, but also use them for price tags, name tags, punch cards, etc. Just go into "Word", pick on "tools", scroll down to "envelopes and labels", when this opens, go to the "labels" tab, pick "options", then pick your product number (the one on the business card blanks you bought, like the Avery number), then click "ok", then "new document", and you will have a blank page in front of you with the outlines for your cards to work within. Sounds like a lot to do, but it's really simple and a great way to make quick cards. You can insert clip art or pics, change fonts, etc, just like a Word doc. OR, I use MS Publisher program for the more special stuff, say I want to turn my card vertical, or use more involved content. Hope you find something that works well for you! Another tip: print a sample on plain paper first to make sure everything lines up and you have the settings right!
