 What is a swap organizer's responsibility?

I have thought about possibly organizing a swap, but was curious as to what falls under the swap organizer's responsibilities. I know she suggests the swap, gives the guidelines (which can be steered by the swap members) and matches swappers. Here are my questions:
1) How does she get the swappers' snail mail address?
2) Should she match them before she has the addresses or wait until the swappers follow through?
3) What should she do if someone fails to follow through with their part of the swap? Does the swap hostess make it up to the person who lost out? Rematch them? Become their partner?
4) Is there a place a swap organizer can go to check out farmgirls who may have a history of failing swaps (kind of like a "oops, bit off more than I could chew" list) before matching swappers?
5) What is the best way for swappers to know the other person received their package safely?
6) Does the swap hostess set a price limit on goods swapped?

Just curious and have been burned in swaps so want to be sure that it does not happen to anyone under my watch if I run a swap and was unsure of how they handle these issues.

Hi Kim,
I'm going to email you in case you have other questions, but I'll do my best to answer the questions here so that other girls can see the post too!
1. Each swapper is responsible for sending her snail mail address to the host or their partner.
2. Some swap momma's match up as the girls sign up, others wait until the swap sign ups are over.
3.This is a good question and one that has been discussed over the last few months. See "Swapping/barter subject that needs to be addressed" under the Barter forum.
4.No.
5. Personally I think everyone should use delivery confirmation. As far as the swap momma's requiring the swappers to use it, well..... that would be completely up to her, but it makes sense. We've had an awful lot of packages lost in the mail lately.
6. Yes, if there is a price limit, the swap momma is the one to set it.

Kim,
I think it's great that you ask before starting. A good example of an organized swap is Victoria's tote swap. I would add-looking at another swap online, as part of the swap they are required to confirm arrival of the swap item and to thank their partner. I don't really care if I get something back and I haven't for about 40% of the swaps I've done or if I get a thank you which is also in short supply. But I do like to have confirmation of it's arrival and so from now on will use delivery confirmation. I have sent repeated emails asking people to confirm with no response which is inexcusable.
As I said in the beginning-look at Victoria's tote swap.
