I'm not sure about PA, but I know in WA we have to plant tulip bulbs in the fall. I always buy mine at Home Depot and have good luck with them. I'm not sure if that's the cheapest. I also like Michigan Bulb Company.

You can plant them in the spring, you just have to keep them hydrated.

www.hollandbulbfarms.com 1000 is so many, maybe you can split with friends.
My husband tried Michigan bulb company, and they did not do well. He lived in western Washington, but didn't use bone meal. He did use plant food, and brand new Black Gold, so I dunno. It was before we got together.

Holland Bulb Farm has good product. I ordered some from Michigan Bulb several years ago and they were puny. Some died and I had to nurse the others along until they were stronger. I have bought bags of them at Walmart and they were ok. Better than Michigan Bulb but not as good as Holland Bulb.

I ordered tulips from http://www.veldheer.com - they are the big tulip grower in Holland, Michigan for the tulip festival.

I gave tulip bulbs out for favors at our wedding five years ago and many of our guests tell me the plants are still growing!
