I found this recipe in an issue of The Herb Companion. I'm going to make some for myself and thought I'd share it. It sounds lovely.
1/2 cup distilled witch hazel 1/2 cup distilled rose water 2 tsps dried rose petals 2 tsps dried lavender 1 tsp dried comfrey leaf 1 tsp dried rosemary 1 tsp vegetable glycerin (optional, for dry skin)
In a pint glass jar, combine witch hazel and rose water with dried herbs. Cover with a lid and allow the mixture to steep for 2 weeks in a warm, dark place. Gently shake the jar every day to keep the herbs from settling. Strain; and if your skin is dry, add vegetable glycerin. Store in a clean bottle. Apply with a cotton comsetic pad after washing your face. Since this has no preservatives it is recommended to store in the refrigerator. Makes about 1 cup.
Helpful for treating mature skin topically -- comfrey contains allantoin, a compound that encourages the formation of new skin cells. Rosemary, lavender, and rose stimulate cellular rejuvenation.

I have a recipe for rose water that I got off the web. I think you can also buy it but need to make sure it doesn't have lots of alcohol in it. My concern is what kind of natural preservative I could put in the rose water. I'm still checking that one out.
