DMC has pearl cotton 100% colorfast. the #3 would be great for tea bags

Gutterman's and Mettler have 100% cotton threads in the quilting departments. I don't know if Joann's carries it, but check your local quilt store. If she doesn't have it, she can probably order it for you. She would probably have you buy the whold pack, but if I remember correctly they come in 6 packs.

I used dental floss for my handmade tea bags. You may also find kitchen string, usually found by the canning items. Hope this helps.
