 A knitting question- bar increase?

I sure am having fun learning to knit!!!
I am working on a baby hat now, pretty straightforward except for this one part. I figured out how to do a bar increase, but the question is when! Do they mean within 1 row, or spaced evenly over the 3 1/2"? Can anyone help me out on this?
Here is what the pattern says:
Cast on 96 sts. work in k2, p2 rib for 3/4". Next Row: Work in St st, inc 3 sts evenly across using bar increase- ppsts. Continue in St st until piece measures 3 1/2" from beg.

Okay - I read it that in the increase row, and only the increase row, you are going to increase, then you will work the next 3 1/2 inches with the new number of stitches

Are you working the hat on circulars or double points?
I have found that any thing that calls for dps can be done using 2 circular needles and it is much easier. also easier than 1 16" circular which I find to be really hard on my hands

Yes, you increase just the one time - you are working on more stitches for the ribbing so the stitches were added to make the ribbing count correct but the hat would be a bit too big if you continued on with the same number of stitches. Space the decreases evenly in row.

Yes, I read that the increase is a total of 3 stitches...placed evenly on that one row.
