I use dried herbs infused in grapeseed, coconut or olive oil (I usually have these around the house). You can use any type of oil as your carrier that you like. I just get a jar, fill with fried herbs and add oil to cover. I set mine in a window for a couple of weeks, shaking daily (at least). You can also put the oil and herbs in a small crockpot on low overnight and it will be ready in the morning--I have not tried this yet (my crockpot is way too big) so I don't know firsthand how well it works. For soap making (I don't make soap so I don't know what all is involved) could you use the herb itself rather than infusing an oil with it?
