Hope this hasn't already posted. I think I did something wrong the first time.

I have tried planting peppers (all kinds) for the past 3 years with no results. If I plant from seeds they never sprout. Bell pepper plants die and hot peppers struggle to produce. I live in the high desert of northern NV where the soil is very alkali. We've checked our gardening books but haven't found any info. Any suggestions.
