Hi Kristina: Typically perennials are divided during their dormant period, so the best time to do this with your Bellflowers is probably in the fall or winter. I have done it in the early Spring before they start sending up shoots and had good luck, but you have to be very careful that the roots of the new divisions aren't allowed to dry out and are located in a place where there is some partial shade for the first year to protect the plant until its roots are established. I live near Seattle where we can garden almost year round. Not sure how cold the winters are in Ohio but the dormant rule is a good guideline to follow in any part of the country.
