 overwintering spring planted garlic?

I took a chance last spring and planted garlic bulbs, hoping they would get big enough by fall for harvest. Sadly, they are still puny. Do you think if I chopped off the green tops that they would overwinter and be ready to harvest in the spring, like a normal planting of garlic? Or should I just harvest the puny ones and replant?

Your wet winters would make it hard for the garlic to stay in the ground, chopping off the tops takes away all the nutriants that the cloves need to grow, if weather is permiting, let them grow awhile longer, if you can't, go ahead and harvest.
