 What could be eating my pepper plants?

I hope you ladies can help.

Something is nibbling on the leaves on my bell pepper plants (and my basil for that matter), but not my jalapeno pepper plant.

I've tried a stakeout, but can never see what could be causing it.

Any ideas? And how to help stop it?

Last year I had trouble with rabbits. They would eat my pepper and eggplant. Some they ate and some they just chewed off for entertainment I guess. Boy I was so mad. Spent over 15.00 in plants and also bought some spray to keep them from eating the plants that was 18.95 a bottle. I even put up a little wire fence just around that area. They still were getting them. I walked out one morning and seen it with my own eyes. A rabbit jumped straight up in the air and over my little fence. It was about 2ft high.(guess the fence should have been higher, but it's all I had" By that time I just had enough. Figured the rabbits had more time to work out and get their legs ready to keep jumping my wire then I had to fight them. Well needless to say I gave up. Decided to not spend any more money on a losing battle. I could have at least had some pepper if I just would have went to the Market and spent that money. Wishing you luck.
