how do you know when the right time to "harvest" them? They are starting to flop over so I think I need to pick them, but I'm not totally sure if they work like onions do, if I need to wait until the leaves are dry to dig them up, or if they go more like chives where you eat the blades too..

Bobbi,
Not too sure about leeks but over here in PA we eat scallions when they are standing straight tall and green. You can eat the white part and the green part too. Once they begin to "bulb" out and the tops drop over and begin to dry they are already on their way to becoming an onion.
I do know there is a hilling process involved with leeks but am not too sure about the best time to harvest them. I have heard of people leaving them hilled up and covering the whole bed with straw in cold weather to pull up into the winter months.
