I have creeping phlox in my front yard (the lavender kind) and while I have lots of the "moss", I have very few flowers. Any ideas?

The flowers and plant as a whole look like moss, think purple carpeting.Unless Phlox can look like that I dunno, the only plox I know of is tall stalk like.
